Notice of Public Hearing on Tax Rate – October 24, 2024

The Northgate Crossing Municipal Utility District #2 will hold a public hearing on the proposed tax rate for the 2024 tax year.

The meeting is scheduled for October 24, 2024, at 12:00 p.m. and will take place at Spring Fire Station 78, located at 1225 Booker Road, Spring, TX 77373.

Tax Rate Analysis

This year, the proposed tax rate is set at $0.700 per $100 of property value, which is a decrease from last year’s rate of $0.750.

This represents a 6.66% decrease in the rate, reflecting a notable reduction in the tax burden per $100 of value.

However, due to an increase in average property values—from $283,906 last year to $308,731 this year—the actual tax payable on an average residence homestead will see a slight increase of 1.49%, equating to approximately $31.82 more than the previous year.

Northgate Crossing’s New Water Reuse Project

Northgate Crossing Municipal Utility Districts Nos. 1 & 2 have jointly begun a new project. The project involves constructing a Disk Filter Basin, a 300,000-gallon Ground Storage Tank, and a Booster Station at the Northgate Crossing Wastewater Treatment Plant (WWTP). This initiative is partially funded by the Clean Water State Revolving Fund (CWSRF) through the Environmental Protection Agency (EPA) and the Texas Water Development Board (TWDB), with additional funds from Northgate Crossing MUD No. 1.

Environmental Impact

The primary goal of these improvements is to comply with the Harris-Galveston Subsidence District (HGSD) and the North Harris County Regional Water Authority Groundwater Reduction Program (NHCRWA GRP) requirements. By transitioning the irrigation of public facilities to non-potable water sources, the project will significantly reduce the District’s reliance on groundwater. This aligns with broader efforts to mitigate subsidence and conserve vital water resources.

A water reuse authorization has been obtained in accordance with TCEQ Chapter 210, allowing the treated effluent from the WWTP to be used for irrigating district facilities. This not only ensures compliance with local water management mandates but also sets a precedent for sustainable water use in municipal operations.
